Carbon Capture and Storage (CCS) primarily operates as a cost-incurring industry, requiring evaluation of its expenses against societal climate change costs. However, emerging commercial models offer a positive economic outlook for project developers, private investors, and insurers. Recent European regulations, such as the Net Zero Industry Act (NZIA), mandate a CO2 injection capacity of at least 50 million tons annually by 2030, aiming to create an EU market for CO2 storage services and imposing obligations on hydrocarbon producers, Member States, and the European Commission.
Globally, policies supporting CCS are expanding, including emission reduction targets, carbon pricing mechanisms, tax credits, government grants, Emissions Trading Systems (ETS), and incentives for CCS research and development. Standards and guidelines for CCS resources are also evolving.
This session will explore how carbon policies and regulations are leveraged to secure funding for CCS projects through mechanisms like grants, tax credits, and subsidies. Special focus will be given to private sector funding, including equity, debt, and multilateral institutional support, alongside strategies to assess economic, social, and environmental (ESG) impacts.
With CCS deployment accelerating, the session will emphasize the importance of robust standards, new technologies, and regulatory compliance. Industry experts, project developers, financiers, insurers, and technology leaders will share insights into CO2 financing, insurance and lessons learned from real-world projects. Discussions will address challenges and opportunities for fast-tracking CCS development and ensuring its economic viability.
