Additional information for fully vaccinated and not fully vaccinated travellers

FULLY VACCINATED TRAVELLERS:

From September 22, fully vaccinated travellers from countries outside the EU / Schengen, designated as a very high-risk area (including the UK and US), are exempt from the travel ban and quarantine obligation. This means that, subject to certain conditions, a traveller can enter the Netherlands freely and there is no mandatory quarantine on arrival.

Fully vaccinated travellers need five things for travelling to the Netherlands: 

1. PASSPORT

2. HEALTH DECLARATION FORM: All travellers aged 13 or older who are flying from and to the Netherlands must carry a health declaration.

3. PROOF OF VACCINATION & VACCINE DECLARATION FORM: For the traveller it is important to bring a proof of vaccination and vaccine declaration form to the event, so that the traveller can be exempted from the travel restrictions.

4. NEGATIVE COVID TEST: To enter the Netherlands from a (very) high-risk area, a traveller needs either a negative PCR test result from less than 48 hours before departure or a negative antigen test result from less than 24 hours before.

5. QUARANTINE DECLARATION FORM: A traveller needs to complete a quarantine declaration form, which can be printed and must be taken during travelling. The instruction to the traveller is: please tick the box that indicates that you fall into an exemption category. In the exemption category box, the traveller can write “Fully vaccinated” and in the supporting document box “Proof of vaccination”. Nothing else is required in section 2 or 3.


NOT (FULLY) VACCINATED TRAVELLERS

From September 22, not (fully) vaccinated travellers from countries outside the EU / Schengen, designated as a very high-risk area (including the UK and US), must adhere to the travel ban and quarantine obligation. The Dutch government excepts a number of exemptions to the above travel ban (see: https://www.government.nl/topics/coronavirus-covid-19/visiting-the-netherlands-from-abroad/exemptions-to-the-entry-ban/eu-entry-ban-exemption-categories) and quarantine obligation (see: https://www.government.nl/topics/coronavirus-covid-19/visiting-the-netherlands-from-abroad/self-quarantine/exceptions-mandatory-quarantine). For the attendance of events at RAI the following exemptions are most likely to apply:

• Travel ban exemption for business travellers- The most likely acceptable exemption to the ban for travel is the exemption for a “business traveller as defined in the framework for applying the exemption for business travellers”, which exemption requires, among others, a personal invitation from a Dutch private of public sector party (see https://www.government.nl/topics/coronavirus-covid-19/visiting-the-netherlands-from-abroad/exemptions-to-the-entry-ban/business-trips).

For this purpose, RAI is willing to provide the necessary invitation to an event after receiving from the organiser a list of names of invitees as well as input as to the importance of the event at which physical presence is required.

• Quarantine exemption for significant contributions the Dutch economy - The most likely acceptable exemption to the quarantine obligation is the exemption which requires a “significant contribution to the Dutch economy”, which exemption requires, among others, a personal invitation from a Dutch private of public sector party.

For this purpose, RAI is willing to provide the necessary invitation with an explanation regarding the event’s contribution to the Dutch economy. Such letter can be addressed to or to attendees personally. We ask the organiser to provide a list of names of invitees. Furthermore, input as to the importance of the event and physical presence is required.


Not (fully) vaccinated travellers need six things for travelling to the Netherlands:

1. PASSPORT

2. HEALTH DECLARATION FORM: All travellers aged 13 or older who are flying from and to the Netherlands must carry a health declaration.

3. NEGATIVE COVID TEST: To enter the Netherlands from a (very) high-risk area, a traveller needs either a negative PCR test result from less than 48 hours before departure or a negative antigen test result from less than 24 hours before.

4. LETTER OF INVITATION: If a traveller is not fully vaccinated, he may qualify for a business travel exemption to these travel restrictions with a letter of invitation from RAI. On request of the traveller, the organiser will send a personal invitation letter as written by RAI.

5. DIPLOMATIC NOTE: To enter the Netherlands on the basis of  the business travel exemption, the traveller must have a diplomatic note (Note Verbale) issued by a Dutch embassy stating that he falls under an exemption to the entry ban.

6. QUARANTINE DECLARATION FORM: A traveller needs to complete a quarantine declaration form, which can be printed and must be taken during travelling. The instruction to the traveller is: please tick the box that indicates that you fall into an exemption category. In the exemption category box, the traveller can write “Significant contribution to Dutch economy” and in the supporting document box “Letter of invitation from a Dutch business.” Nothing else is required in section 2 or 3.
