In Latin America, the breathtaking continent, it has been proved that every new discovery shows enormous potential while many more are still to be explored. Big rounds, E&P policies, upstream and investment opportunities are key themes nowadays. Authorities and main regional players are keen to share crucial information to identify opportunities, discuss regulatory frameworks and unlock the future potentials. This first EAGE Global Hotspots series edition will focus on the investigation, technology application, impact within the business, and the future of the rounds assignation processes in four Latin America countries: Mexico, Colombia, Brazil, and Uruguay.
We are delighted to invite the audience to attend this fascinating workshop where representatives from AMEXI in Mexico, ANP in Brazil, ANH in Colombia, ANCAP in Uruguay, and IHS Markit will introduce relevant presentations to promote discussion and drive the audience through an interesting panel in order to communicate information on future projects, licensing rounds, risks and frontier exploration opportunities.

Georgia de Brito Cooper has over 20 years of industry experience focusing on upstream oil and gas projects. Prior to joining IHS Markit in 2010, Georgia held positions with focus in business development in Australia, Brazil, New Zealand, Peru, U.K., USA and Venezuela. Georgia holds a BSc in International Business from the University of Houston in Texas, and she also speaks Portuguese and Spanish. She is a member of the Association of International Petroleum Negotiators, and American Association of Petroleum Geologists.

Nicolás Mejia - Advisor to the president in Promotion and Investor Relations National Hydrocarbons Agency - Colombia
Nicolás Mejía Mejía is the Advisor to the president in Promotion and Investor Relations, of the National Hydrocarbons Agency in Colombia. During the last two years he has successfully led the development and implementation of the Permanent Process of Area Allocation - PPAA -, through which the sector has been reactivated; making available a total of 70 areas for the exploitation and production of hydrocarbons, qualifying several companies and awarding a total of 26 areas. Today, he is working on the third cycle of this process and is focused on providing many opportunities in the Colombian hydrocarbon sector.
From his professional experience, the results obtained in the promotional and investor relations strategy stand out: Colombia Rounds 2012 and 2014, when he was Vicepresident of Promotion and Area Allocation within the Agency. He was also Director of Strengthening,Promotion and Sector Innovation of the Productive Transformation Program of the Ministry of Commerce, Industry and Tourism. Moreover, in the private sector, he worked as ProductManager at Colombiana Kimberly Colpapel S.A. and as Head of Market Development atBrinsa S. A.
Nicolás Mejía is a lawyer with a degree in Economics from the Universidad de los Andes. He has an MBA from the University of Sydney (Australia), and a specialisation in market research and consumer behavior.
Merlin Cochran - AMEXHI Deputy General Director - Mexico
In his last role, Merlin worked at Mexico’s Ministry of Energy where he was Deputy General Director in the O&G upstream division
Before working in the Ministry, Merlin was managing O&G drilling rigs both onshore and offshore. He started in Brunei as a trainee with Schlumberger and continued his career in countries like Venezuela, Oman, UAE, Iraq, and Saudi Arabia working as a drilling contractor for clients such as Shell, BP, Eni, ExxonMobil, PDVSA & Saudi Aramco.
Merlin is a Civil Engineering graduate of Mexico’s Institute Tecnológico y de Estudios Superiores de Monterrey. He underwent Harvard Business School’s Program for Leadership Development and has an Executive MBA from both London Business School & Columbia Business School.

Mr. Sergio Perez Rodriguez, has over 29 years of industry experience focusing on upstream oil and gas projects. Prior to joining IHS Markit on 2014, Sergio worked for operators and service companies doing studies of oil & gas reservoirs in several Latin American countries. During his career Sergio has made more than 30 publications in areas such as statistics and data analysis in geology, numerical and computer modeling of geological processes, reservoir characterization and mineral production.
Mr. Perez is a member of the Houston Geological Society and the American Association of Petroleum Geologists and has published numerous articles in Spanish and English. He has presented at industry meetings, such as American Association of Petroleum Geologists , Society of Petroleum Engineers, and Gulf Coast Association of Geological Societies. Mr. Perez holds an Engineering Geology degree by the Universidad Central de Venezuela, a Postgraduate Diploma in Geology and a Master in Science, both granted by Royal Holloway, University of London.
Natalia Blánquez

Master of Petroleum Engineering, Texas A&M University, USA. Chemical Engineer, Universidad de la República, Uruguay. She has been awarded a scholarship to take the 2-week course on “National Management of Petroleum Resources” from PETRAD, the international program for petroleum management and administration of the Norwegian Petroleum Directorate, in Stavanger, Norway.
Natalia belongs to the E&P professional staff of ANCAP, the Uruguayan NOC. She works in promotion activities regarding exploration opportunities in Uruguay, and is involved in the fiscal regime, contract model and bidding round terms of Uruguay Rounds (call for companies interested in exploration and production of hydrocarbons in Uruguay). She participates in the administration and monitoring of exploration and production contracts between ANCAP and International Oil Companies, and also collaborates in the monitoring of contracts with Service Companies. Additionally, she works in the coordination of onshore and offshore operations.
