Prof. Chun-Hung Lin

Chun-Hung Lin received the Ph.D. degree in geotechnical engineering from the National Chiao Tung University, Taiwan, in 2012. He is currently an Assistant Professor at the Department of Marine Environment and Engineering, National Sun Yat-sen University, Taiwan. He is major in Geotechnical Engineering and mainly works on the applications of engineering geophysics in engineering problems. His current research interests include applications of engineering geophysics in coastal and marine engineering, development of high efficient site characterization technologies such as dynamic penetrating cone, underwater seismic survey and so on.


Mr. Lucas Lin

Currently Chairperson of Synera Renewable Energy Co., Ltd. Before taking on this new role in 2022, he had been Chief Executive Officer of the company since 2014. Lucas spearheads the ongoing business development of offshore wind power and other scopes such as operation and maintenance. He also served as President, Project Director, and member of the Board of Directors and Executive Committee of Formosa 1 Wind Power Co., Ltd. for Taiwan's landmark offshore wind farm, overseeing the work of the organization, including EPC contracts of development projects, international fundraising, bank loans, HSE specifications, risk management, and government permits.


Mr. David Chiang

David Chiang specializes in international public affairs and strategic marketing, bridging governments, industries, investors and the general public. Having a decade of experience serving at non-profit organizations, creating effective platforms creatively to stimulate business opportunities and executing government projects. Currently he is serving as the Representative of the German Offshore-Wind Initiative (GOI) and the World Forum Offshore Wind (WFO) in Taiwan, and the main role is to facilitate the development of the Offshore Wind Industry.


Ms. Christine Devine

Christine Devine is a Principal Geoscientist within the geoconsulting group at Fugro in Perth, Western Australia. She has over 18 years of experience managing multi-disciplinary site characterisation projects throughout the world. Currently, she specializes in geological, geotechnical, and geohazard assessment for complex marine sites in nearshore and deeper offshore project locations. This includes interpretation and integration of various datasets such as high-resolution multibeam bathymetry and backscatter, side scan sonar, sub-bottom profiler, seismic reflection and refraction profiles, and geotechnical borehole data for the development of site-specific ground models. 


Mr. Don Yang

Graduated from National Taiwan University, majoring at Environmental Engineering and Science Department.

With 5 and half years of environmental consultancy background, and 4 years experiences working in the Trade Council of Denmark, Taipei to promote offshore wind industry in Taiwan via Danish solution, I am currently working for Boskalis HwaChi Offshore Wind Taiwan to expand their footprint in Taiwan within the offshore wind sector.


Dr. Chun-Hsing Yen

Dr. Yen was graduated from National Chung Hsing University in civil engineering, and he is also a registered Professional Geotechnical Engineers and Project Management Professional. He has more than 15 years experiences in construction supervision, planning and management, especially in the last 3 years, he started to participate the offshore wind farm industry with the first OSS fabrication in Taiwan strait and offshore installation campaigns for jackets and topsides off the coast of Changhua County. Now, he is the manager of wind energy in TÜV Rheinland Taiwan Ltd, and charging with the Project Certification and QAQC service in OWF industry.


Ms. Iris Jiang

Iris is passionate about innovation and how technology can assist the transition to a carbon neutral society. As the Business Developer East Asia for Marlinks, she relocated from Belgium to Taiwan to bring Marlinks’ monitoring technology to the East Asian market. Iris studied environmental engineering and has a background in consultancy.


Prof. Kai-Tung Ma

Professor Ma has 30 years of experience in the industry in United States.  He joined National Taiwan University recently in 2021 as a full professor.  He obtained his Master and PhD degrees from University California, Berkeley.  His expertise is in design of floating platforms, engineering of anchor mooring systems, and O&M of offshore structures.  He authored a book “Mooring System Engineering for Offshore Structures” published by Elsevier.  He has published over 40 papers including several patents.  He is a fellow of the Society of Naval Architects and Marine Engineers in USA.  He is also a Yushan fellow in Taiwan.


Mr. Michael Pinkerton

Michael Pinkerton has been working in the energy sector for more than 25 years and brings a wide array of technical expertise in the development, design and delivery of utility and renewable energy projects. Prior to joining BlueFloat Energy, Michael was the Director of Engineering where he led the engineering and project management teams in the development and design of offshore wind farm projects in Taiwan and Japan, with a particular focus on the upcoming round 3 auctions in Taiwan.

Michael brings a long experience in multiple facets of renewable energy projects, having been involved in onshore wind farms, solar projects and offshore wind farms, where he has led, managed and directed teams through all phases of the project development and delivery lifecycle.

Michael has been living in Asia for the past five years, having worked in Hong Kong, Taiwan and Singapore.


Dr. Chen-Hsien Chung

Cheng-Hsien Chung received the Ph.D. degree in Engineering Science and Ocean Engineering from National Taiwan University, Taipei, in 2003. Since 2004, he is employed by United Ship Design and Development Center (now Ship and Ocean Industries R&D Center (SOIC)). He participated several technology development projects under MOEA including the safety evaluation for marine operation, project certification for offshore wind farms and development for semi-submersible floating wind system. He also participated several offshore wind farm projects and help the local marine contractor to receive the first marine warranty survey certificate in Taiwan.
