Equinor
Jose Frey is Country Manager for Equinor Argentina since January 2023. He comes from the position of Chief of Staff to the CEO which he held since 2020. Prior to this, he was Senior Vice President of Business Development and Vice President of Exploration Brazil. Frey has a multifaceted background in management, geosciences and engineering having held various technical and leadership positions both in Norway and internationally.
He has written several papers in geology and geophysics and received various international awards.Education: MSc in Civil Engineering from Universitat Politécnica de Catalunya, PhD inGeology from Cardiff University; and MBA from Imperial College Business School London.
Fernanda Raggio
Conventional Upstream VicepresidentYPF
Fernanda Raggio is the Conventional Upstream Vicepresident at YPF, the Argentinian national energy company. Soon after obtaining a B.Sc. degree in Geology from Universidad de Buenos Aires, she joined YPF in 1998. In her more than 25 years of experience, she has worked in Exploration projects in different basins both onshore and offshore Argentina, and also in Uruguay, Suriname, and Guyana.
Before her present position, she has been Team leader for several regional studies projects, Manager for the Technical Specialists Team at YPF and more recently YPF´s Executive Exploration Manager.

Diploma in Public Policies for the Sustainable Development of the Sea, in Integral Management of Climate Change and in Hydrogen Management. Consultant in Energy, Environment and Sustainability.
Since 2020, she has been a legal and regulatory consultant to the National Secretariat of Energy on oil & gas and energy transition issues. Between 2011 and2019 she was Provincial Director of Legal Affairs of the Secretary of Energy and Hydrocarbons of theProvince of Tierra del Fuego and Assistant Secretary of OFEPHI (Federal Organization of Hydrocarbon Producing States).
Graduate professor at various academic institutions (UCA, Universidad Austral, CEARE, among others).Author of various technical papers on offshore and unconventional hydrocarbon activity.In 2022 she published the book "The exploration and exploitation of offshore hydrocarbons in the ArgentineRepublic. Its legal framework: opportunities and challenges.
Public Affairs Manager

Bachelor of Geological Sciences, graduated from the University of Buenos Aires. She has 26 years of experience as a Geoscientist in exploration and development of hydrocarbons in the country and abroad. Leader of multidisciplinary teams of onshore and offshore projects, in conventional and unconventional reservoirs.
Between 2019 and 2023, president of the Hydrocarbons Exploration and Development Commission of the Argentine Institute of Oil and Gas (IAPG) and chairman of CONEXPLO 2022.
Currently, and for a year, she is the Public Affairs Manager of Total Austral. Sector in charge of institutional relations, external communication, sustainability and Corporate Social Responsibility.
XM Deepwater Emerging Ventures

Dina Blades has just under 20 years of exploration experience with Shell. She is a geologist by background and has worked both in mature assets, like Russia and Brunei and greenfield assets, like Myanmar. Her expertise are the first phases of execution of new assets having previously done so in Asia, Central Europe and FSU. Currently she is the Exploration Manager for all Emerging Ventures in Deepwater, which covers a variety of assets mainly in Africa and South America

Geologist, currently Exploration VP at Pluspetrol SA, with over 30 years’ experience in O&G. Studies at University of Buenos Aires and Rice University (MA in Geology and Geophysics). International career started with Astra Capsa, 20 years with TotalEnergies, and Pluspetrol since 2019 (current position since 2021). Was engaged in exploration throughout the Americas, Africa, Middle East, and offshore UK. Active promoter of exploration projects in the southern South Atlantic.
